Cecil James Outhier, known by many as CJ, and by two generations of Boy Scouts as Uncle Cec, died in his sleep at Heartland House in Lubbock, TX, Friday morning February 7th, 2014. He was 86 years old.

Cecil was born November 24, 1927 at Homestead, OK to Anna Mae and Louis Benjamin Outhier. He was raised on the family farm west of Homestead. He attended Homestead schools through high school then went to Oklahoma A&M (now OSU) in Stillwater. He worked several different jobs through his early life including manufacturing mirrors in OKC, working at the gypsum plant in Southard, then operating a service station with his cousin Tommy Outhier in Okeene, prior to moving to Perryton, TX to work for Halliburton Oil Services where he continued working for 37 years.

Cecil was married to Rose Marie Meador Outhier of Putnam City, OK in 1950 and they were married until her death in 1998. During his years in Perryton, they attended the Church of Christ where he oversaw many service and benevolent ministries as well as leading as an elder in the congregation. He was an assistant Boy Scout Scoutmaster for nearly 40 years, having been an Eagle Scout himself, and was awarded the highest adult scouting award, the Silver Beaver. He guided and encouraged many boys through their Eagle award, including both his sons and two of his grandsons. He had a passion for teaching boys and spent many hours teaching the neighborhood and area boys how to pitch, hit and catch a baseball, kick and pass a football, dribble and shoot hoops, and shoot rifles… he was every boy's favorite dad for many years.

In 1999, Cecil married Eva Cowan of Balko, OK and they moved from Perryton, TX to Lubbock, TX. They were members of South Plains Church of Christ and Cecil worked with the Boy Scout troop sponsored by that church until his health no longer permitted.

He was preceded in death by his wife of 49 years, Rose Marie, and is survived by his wife Eva (Cowan) Outhier as well as three children, seven grandchildren, and eleven great grandchildren. His children include; Jim & Clydene Outhier of Edmond, OK, Jack & Kellie (Capps) Outhier of Oklahoma City, OK, Wanda & Alan Dyess of Lubbock, TX. Grandchildren include; Charles Outhier of East Fallowship, PA, Tami Outhier Allbright of Lubbock, Dawn Outhier Fritts of Lubbock, Jason Outhier of Eagle River, AK, Jacy Outhier Sautter of Prairie Village, KS, David Dyess and Marisa Kennedy of Lubbock. Great grandchildren include: Tyler Fritts, Nicholas and Madison Allbright, Colson and Caden Dyess of Lubbock; Elena, Alia, and Kylie Outhier of AK, Jacob, Jadon, and Jordyn Sautter of KS.

A memorial service is scheduled for Tuesday, February 11th, at Homestead Bible Church in Homestead, OK at 2:00pm followed by interment at Homestead Cemetery.
